WAVES was created by Jason Heldman, Founder & CEO, drawing on 30 years of institutional finance experience. The platform was built independently over 18 months to address a structural gap in how institutions form, preserve, and learn from important decisions.

The decision to build a new category rather than extend an existing platform reflected a foundational observation: the governed decision layer — the institutional record of how a decision was formed, reviewed, approved, and resolved — did not exist as a purpose-built capability.
